- Stir sugar and cinnamon together in a large heavy-bottomed saucepan until blended.
- Stir in cream, milk and vanilla.
- Stir in cooked rice.
- Bring to a boil over medium heat.
- Reduce heat to low and cook, uncovered, stirring frequently, especially as it thickens, for 25 to 30 minutes.
- Stir in raisins. It should have a thin pudding consistency.
- Refrigerate until cold. If too thick when chilled, thin with a little milk.
